Installation of Lifts in Old Buildings in the Center of Palma

Lift installation in historic buildings in Palma city center. Feasibility study, technical design, and construction. Installers in Mallorca.

Installing an lift in a Palma building without one—whether in the Centre, La Llonja, Santa Catalina, or any building built before the 1980s—is a manageable task. Difficult, yes. Impossible, almost never. At Eleva Balear we have installed more than 100 lifts in Mallorca, and a significant portion of these projects are in old buildings where other companies had said it couldn't be done.

The service covers the entire process: free feasibility visit, signed technical project, processing of permits with the city council, execution of the civil works, lift installation, industrial registration, and handover with certificate. A single point of contact and a fixed price.

Which old buildings in Palma might have a lift?

The vast majority. The right question isn't "if it can be done," but "where it fits best." We've installed lifts in late 19th-century buildings in the city center, in 1950s and 60s apartment blocks in the Polígono de Levante and Pere Garau districts, and in protected buildings in the Llonja district with heritage status. Each case requires a different solution.

The four most common routes in Palma are:

  1. Lift in the stairwell — When the stairwell opening is wide enough to accommodate the cabin without encroaching on the usable step.
  2. Exterior lift in interior courtyard — The majority solution in protected buildings in the center, where access is from a covered or uncovered courtyard without altering the street facade.
  3. Lift attached to the facade in a courtyard — For buildings with large rear courtyards where a metal structure with a panoramic cabin is erected.
  4. Indoor pneumatic lift — For cases where civil engineering work is not feasible: fragile floor slabs, narrow staircases, or listed buildings with severe restrictions. Fits in minimal vertical shafts without a pit.

If your property has an interior courtyard, it's feasible in 90% of cases. If it doesn't, there's a solution, but it requires a more detailed study.

Why is now the best time to install a lift in Palma?

For three specific reasons that change the figures compared to five years ago.

The first is regulations. The 2025 reform of the Horizontal Property Law simplifies community agreements: when requested by an owner over 70 years of age or with a disability, majority approval at a meeting is no longer required; the work is now mandatory for the entire community. This unlocks projects that had been stalled for years due to disagreements among neighbors.

Secondly, there are grants. In the Balearic Islands, there are regional accessibility grant programs that cover a significant percentage of the cost, with funding limits that are adjusted annually. We handle the paperwork with the client. More details in our guide to grants for elevator installation.

Third, property appreciation. In Palma, a top-floor apartment without a lift loses between 15% and 30% of its market value compared to one with a lift. The investment per resident is recouped simply through the property's appreciation in most buildings.

What does our turnkey lift installation service in Palma include?

We work with a fixed budget and a single point of contact throughout the entire project. The service covers:

  • Free technical visit and feasibility study — An Eleva Balear technician visits the property, takes measurements and proposes one or more solutions with their indicative investment range.
  • Signed technical project — Prepared by an architect or engineer with structural calculations, detailed plans and technical report for licensing.
  • Processing of licenses and permits — Application for major works at the Palma City Council or corresponding municipality, notification of start and resolution of administrative incidents.
  • Complete civil works — Chipping, structural reinforcement if necessary, lift shaft, pit foundation (when needed) and finishes.
  • Supply and installation of the lift — Electrical, hydraulic or pneumatic equipment depending on feasibility, with cabin, doors, push buttons and state-of-the-art control system.
  • Industrial registration and certification — Processing before the competent body of the Balearic Islands, initial OCA inspection and delivery of identification plate.
  • Maintenance included for the first year — Preventive maintenance contract and 24/7 alerts at no cost for 12 months.

If the community needs it, we also manage the coordination with the property management and with the owners during the process.

What is the lift installation process like, from the first call to the first trip?

  1. Initial call or form — We collect basic building data (address, floors, year of construction).
  2. Free technical visit — Within 48-72 hours a technician will review the property and propose solutions with an indicative investment range.
  3. Technical and economic proposal — In 5-7 days we deliver a closed proposal with the recommended typology, schedule and final price.
  4. Approval at the owners' meeting — We attend the meeting to explain the project and answer questions from the residents if the community requests it.
  5. Drafting the project and processing the license — 6-10 weeks until the municipal license is approved (depends on the city council).
  6. Civil works and installation — Between 4 and 10 weeks depending on complexity. In the case of pneumatic lifts without civil works is reduced to 2-3 days.
  7. OCA inspection and commissioning — Certification and handover of keys to the community.

The typical total timeframe, from the initial site visit to the first trip, is 4 to 7 months for a fully licensed project. For pneumatic projects without civil works, this is reduced to 6-8 weeks.

How much does it cost to install a lift in an old building in Palma?

The price depends on four variables: number of floors, type of civil works required, lift technology, and whether the building is listed. As a reference for older buildings in Palma in 2026:

TypologyFloorsTotal indicative investment
Tire without civil works2-3€22,000 – €32,000
Electrical without machine room (stairwell)4€38,000 – €55,000
Outdoor electric patio4-5€55,000 – €85,000
Electrical work in a listed building with a heritage project4-5€75,000 – €120,000

The figures include the project, civil works, lift, installation, industrial registration, and one year of maintenance. They do not include municipal taxes, which depend on the local council and the cost of the project.

The cost per resident, distributed proportionally to their ownership share, typically ranges from €1,500 to €8,000, depending on the building and any subsidies received. The Horizontal Property Law limits the annual cost payable by each owner to the equivalent of 12 monthly common expenses.

Why Eleva Balear on an old estate

Three key facts. Over 100 lifts installed in Mallorca. Our own 24/7 technical service based in Inca, meaning that when there's a call, the technician is in Palma in less than an hour, not six.

We understand the specific characteristics of the Balearic municipalities, the levels of heritage protection in the center of Palma, and the criteria that municipal technicians apply to authorize work on facades or courtyards. This reduces permitting times and prevents project rejections.

We work with a fixed budget, a single point of contact throughout the entire project, and deliver all the necessary certifications. And if the community ultimately decides not to proceed, the initial site visit and feasibility study are never charged.

Frequently asked questions about installing lifts in old buildings in Palma

How many neighbors are needed to approve the installation of a lift?

Since the 2025 reform of the Horizontal Property Law, if an owner over 70 years of age or with a recognized disability requests the installation of an lift, the work is mandatory for the entire community without the need for a vote. In all other cases, it is approved by a simple majority of owners representing a majority of ownership shares. The cost is distributed among all owners, including those on the ground floor, according to their ownership percentage. More details in when is it mandatory to install a lift?.

Is it possible to install a lift in a listed building in the historic center of Palma?

Yes, in most cases, but it requires a heritage project with the endorsement of the professional association and authorization from the Consell Insular or the Comissió Insular de Patrimoni when the building has a protected status. The most common solution is an exterior lift in an interior courtyard, without affecting the visible facades. The permitting process takes a few weeks longer, but we have completed this type of project in La Llonja, the Centre, and Santa Eulària.

How long will the work take if there are no unforeseen events?

For an electric lift with standard civil works in a 4-5 story building, the timeframe from start of construction to initial commissioning is between 8 and 14 weeks. For a pneumatic lift without civil works, it's 2-3 days. To this must be added the time required for the permit, which in Palma ranges from 6 to 12 weeks.

What happens if there is a landlord who refuses to pay?

The fee is legally required if the installation agreement is valid. The community can claim any outstanding amounts through civil proceedings. If the installation is mandatory due to the presence of an owner over 70 years of age or with a disability, no owner can validly object to the work or their share of the payment.
